Shut Down The Party House

RE: History of the Nuisance/Party House owned by Mark and Claire Woodsum, managed by Sharon Houseworth, located at 2808 Lakemont Drive, Fallbrook, CA 92028

In 2018, after several years of complaints to various agencies and the owners and managers at 2808 Lakemont Drive, neighbors initiated a formal complaint to Supervisor Jim Desmond’s office. Neighbors also contact Airbnb’s new program to address Nuisance/Party Houses, initiated after five people died at an unsafe and illegal Party House (see this article). In January 2020, Airbnb removed 28 nuisance houses in the Hollywood Hills from its platform after law enforcement identified them as nuisance houses and removed another 50 Party Houses in Arizona in June of 2020 during the COVID-19 pandemic lockdown. San Diego City finally got tough on a Party House in August 2020.

Correspondence and issues with Mark and Claire Woodsum, owners/operators at 2808 Lakemont Drive, manager Sharon Houseworth regarding nuisance activities.
 
May 1 and 2, 2020: While the entire country is under lockdown to address the COVID-19 pandemic, the house is rented on Friday May 1 to at least 20 unrelated people. The sheriffs respond to noise complaints but do not enforce the San Diego County Health Order effective May 1. The group is not disbursed. On Saturday night, May 2, there is a party for 200+ people at the house. Cars are parked along the northern end of Lakemont, a private street, and down both sides of Lakemont all the way to Oakcliff. Five Sheriff’s vehicles respond to multiple complaints. Damage is done to the house which upsets the owners. Neighbors filed complaints with Airbnb and VRBO and neighbor Gail Smith Gutierrez distributes a letter dated May 5, 2020 about the incident. The party was organized by four to five marines so Camp Pendleton was also contacted.

At the request of District 5 County Supervisor Jim Desmond and Chief Administrative Officer Helen Robbins-Meyer, Planning & Development Services (PDS) is responding to your letter regarding unpermitted events and associated community impacts resulting from short term rental activity at 2808 Lakemont Drive in Fallbrook. We have attached the response and will mail it as well.

June 5, 2019: Fallbrook Deputy Sheriff Chris Perez (760-451-3100, Event #E5791475) notes there have been dozens of noise complaints filed against 2808 Lakemont by different neighbors (including Tom Stuver, Gayle Smith, Gayle Guttierez, Michael Guttierez, Tryna Kemper, Gary Kemmer).

As of September 10, 2020, neighbors had called in a total of 53 noise complaints (5 in 2017, 19 in 2018, 7 in 2019 and 22 in 2020) including several complaints during the 2020 COVID pandemic lockdown when gatherings beyond household units were prohibited.

The 2808 Lakemont Party House Log created by a neighbor on Laketree accounts for nuisance events he documented which resulted in Sheriff involvement from June through Sept 7, 2020. This video, 41 seconds long taken  June 6, 2020, illustrates the level of noise, as heard from a home located about 1/4 mile to the north of 2808 Lakemont Drive (neighbors to the south along Lakemont Drive do not generally hear the noise). 2808 is the yellow-colored house in the background of the video. 

More examples of noise disturbances from May 2020 to current are in the following audio files. Residents along the entire canyon are victims of weekly party going nuisance from 2808 Lakemont.

Video footage of bus idling in cul de sac in front of 2903 Lakemont Drive, March 28,  2019 and March 29, 2019 showing dozens of young people exiting bus and walking up/down hill to 2808 Lakemont. Not seen are two additional shuttle vans accompanying the bus. In total, in 2019, the youth camp hosted 56 children and 14 adults.

April 28, 2019: Fire hazard, cars illegally parked on private road, northern end of Lakemont Drive.
